Plans for new medal to recognise slain, seriously injured WA police

 Nicole Cox

EXCLUSIVE

Every slain and seriously injured WA police officer would be automatically honoured with a special commendation medal to mark their selfless community sacrifice, under a new plan to be mooted at the WA Police Union conference today.

The idea, which is modelled on an award offered by Victoria Police, has been raised by outgoing union deputy vice-president Jon Groves and has won support from the state opposition and families of officers killed in the line of duty.

Opposition Leader Mark McGowan will unveil a proposal at the police union’s annual conference on Monday for a WA medal, similar to the Victoria Police Star and the US military decoration the Purple Heart, to acknowledge officers killed or seriously injured while on duty.

Under the concept, fallen officers including Constable Damien Murphy, who was run down and killed by a drunk and drugged driver in Craigie in 2007, would be posthumously awarded the medal, along with those who sustain life-changing injuries – like Senior Constable Matt Butcher, who was left partially paralysed by a “flying headbutt” during a brawl in Joondalup in February 2008.

It would apply to all work-related injuries, including psychological illnesses, regardless of whether the conditions first manifested on or off-duty.

“The Victorian Government has struck a medal for police officers who are seriously injured or killed in the line of duty and it recognises the sacrifice, valour and contribution of those police officers,” Mr McGowan told Fairfax Media.

“It’s only awarded rarely, but it is an appropriate recognition and certainly gives families of those who have died in the line of duty some additional recognition of their mother or father, husband or wife.

“It’s also for those who are seriously injured in the line of duty – so officers who put their lives on the line and get injured as a consequence…that they are appropriately recognised for that.

“It is rare recognition, but appropriate recognition and I think that should happen here in WA.”

Mr Groves said a medal that acknowledged officers killed and maimed in the line of duty –  and not only acts of bravery – was needed to highlight their community sacrifice and the risks that police officers come up against every day of their working lives.

“We need a medal that recognises the police officers in this state who have paid the ultimate priceeither with their lives or their health – in serving the community,” he said.

“It’s something tangible for those who have been kicked out the door of WA Police, due to work-related illness or injury, to have in their hands to remind them of the good times and the good work they did for the community.”

WA policeman Simon Bowen was five years old when his father WA Detective Sergeant Geoff Bowen was killed by a parcel bomb at the National Crime Authority in Adelaide in 1994.

Detective First Class Constable Bowen, who has served with WA Police for seven years, welcomed the idea saying a special medal would validate the ultimate sacrifice his father made.

“I think it’s a great concept in not only is it a keepsake, but it’s something else in the present that will identify the sacrifice and the memory,” he said.

“It’s a small token that you can just marvel at and look at it and say, for my situation, the memory of Dad is never going to be forgotten not only by me but by the blokes that he used to work with and generations to come.

“It’s a small bit of recognition. It would be humbling.”

Tracey Ball, who was widowed when her husband Constable Peter Ball was run down by a car and killed while chasing a suspected car thief in Cannington in August 1998, welcomed the police medal proposal.

The couple’s daughter, Brianna, now 17, was only 18 months old when her father died in the line of duty.

Brianna was just 18 months old so she really has no memories of her dad,” Ms Ball said.

“She’s very proud of him but she never really knew him, she never got the chance. So to have something physical and tangible that links who he was as a police officer, I think would be extremely important to her.

“My granddad served in World War I and we have his medals. Having those medals, we used to do the Anzac Day parade and we were so proud and patriotic. To have chance to have that for someone in the police force, I think would be awesome.

“I know the defence forces award medals posthumously and with Legacy the kids go on camps with the armed forces kids who talk about their dads’ medals whereas the police kids don’t have that, they don’t have anything.”

A WA Police spokesman said the force already offered several Police Commissioner’s awards for bravery and conduct including the Cross for Bravery, commendations and a group citation for conduct.

In addition, there is also the WA Police Medal for diligent and ethical service, service medals, the Commissioner’s Medal for Excellence, a Certificate of Outstanding Performance and a WA Police Cadet Medal.

The spokesman said the Western Australia Police Cross for Bravery could be awarded to officers killed or seriously injured after a specific act of bravery and members killed in the line of duty were also recognised on the WA Police Memorial Honour Roll and the National Memorial Honour Roll.

He said the “existing awards and medals are quite comprehensive” but declined to comment about the proposal for a medal for officers killed or seriously injured in the line of duty.

“I am unaware of any proposals for new medals and the department does not make a habit of commenting on speculation or possible proposals,” he said.

Comments:

  • les bassednean,

that is all well and good, but what do those officers who put their body on the line for their state, and then get arrested, interrogated, humiliated, insulted and shamed get?

  • Mrs Elliott Watt (9038)

I wonder if the medal will be awarded to officers with psychological injuries who have died from these injuries like PTSD, depression and anxiety? My husband died on duty from depression after 15+ years service….surely he, and other officers like him deserve to be recognized too?

  • Long overdue   Perth,

This issues has been raised for quite literally decades that I have been aware of, and yet the Dep’t has chosen to ignore the injured in the hope they will leave. It is only if you suddenly become high-profile media interest then they cannot ignore you.
The embarrassing fact is as things stand, all the officers who came to Matt Butcher’s aid can be recognised, but there is literally nothing that can be given in acknowledgement to Matt himself as there was no “clever act” they can use for a special commendation. And not even Toxic Tony could spin a believable one for the actions of an unconscious man. This has been raised at the highest levels in emails that were ignored and not replied to.
If they finally come to the table on this one, great! Allow retrospectivity, even better. The men and women who put their life on the line so you can be safe deserve nothing less!

Parliament.wa.gov.au   Wednesday  12 August 1998

Mr DAY: ……….

We must also acknowledge that violence in the community as a whole is greater these days. That is not something for which the Government or the Police Service can take responsibility; it is a problem for society as a whole. For whatever reason, more and more people in the community are likely to display acts of extreme violence. We have seen tragic examples of that within the past few years. It is a deep-seated problem for the community. In part, it relates to the amount of violence shown on television which is resulting in much more normalisation of levels of violence in the community. We must tackle that problem from a fundamental perspective if we are to be successful in fighting it.

I touched earlier on the issue of young offenders in the community. We have seen tragic examples recently of young offenders who, in many respects, cannot be expected to take full responsibility for their actions. One example is the absolute tragedy of the death of Constable Peter Ball last week, whose funeral was held today, and who was allegedly killed as a result of the activities in part of a 13 year old offender.

Costs a concern for Bali survivors

BALI-BOMBING survivors are concerned some victims will miss out on travel assistance to mark the 10th anniversary.

Prime Minister Julia Gillard confirmed today that she will travel to the holiday island to attend a memorial service on October 12 and will offer victims of the attack free flights to commemorate the day.

The assistance package will include airfares, ground transport, accommodation, travel insurance and visa costs, in line with the package provided for the first anniversary.

Assistance will be granted to family members of the 88 Australians who died.

Those seriously injured are also eligible and will be able to take a partner, child or a close relative and a support person if required for medical reasons.

But, the definition of “serious injury” has sparked concerns by survivors such as Peter Hughes and Tracey Ball, as well as Kingsley Football Club president Keith Pearce.

Mr Hughes, who sustained burns to more than 50 per cent of his body, said he was worried some people may miss out on assistance because their pain will not be deemed serious enough.

“I am happy they are offering what was offered for the first anniversary,” he said. “But I don’t think they should be singling out people. I just want everyone to be able to go back and pay their respects.”

Government sources said the definition would include psychological injuries.

Mr Hughes said he had asked the Prime Minister several weeks ago about the funding package and then wrote to her this week.

Tracey Ball, widow of Constable Peter Ball who died chasing a suspected car thief in August 1998, was also injured in the bombings along with her sister Melinda Kemp.

The pair, who were on a family holiday at the time, are concerned the assistance package will not extend to their mum and dad.

Mrs Kemp said while their father was not injured, he was left scarred by the event.

She said he had the grim task of searching makeshift morgues looking for them, a task no father wanted to endure.

Last night the Kingsley Football Club, which lost seven players in the horrific attack, held a legends match to commemorate the 10th anniversary as well as help raise money for anyone who wanted to go back.

Mr Pearce, whose son Duane was one of the players who did come home, said the club had been inquiring for months about government financial assistance and in the end decided to organise their own fundraiser to help those who couldn’t afford the travel costs.

“What is meant by seriously injured?” he said. “Is that physically or mentally, what does it mean? And how serious is serious? It should be available to everyone.”

Services will be held in both Bali and Canberra on October 12, with Governor-General Quentin Bryce to lead the service in the nation’s capital.

“It was a moment of horror that had a profound effect on Australia as a nation and on the lives of survivors and the family and loved ones of those who died,” Ms Gillard said in a statement on Sunday.

“Time has healed many of the physical wounds caused by the bombings but it can never diminish the sense of wrong we feel at this act of terror.

“Forgetting would be the ultimate injustice – and we will never forget.”

The memorial service in Bali will be held at the Garuda Wisnu Kencana Cultural Park and the Canberra service will be held in the Great Hall of Parliament House.

KIAMA:
Our May 2016 meeting was in the format of a luncheon meeting, held at the “Shellharbour Club”. No formal business was conducted, with the exception of recognition of recently deceased members and Police. In attendance were Kel and Dawn Schreiber; Keith and Jenny Bennett; Mary Douglas; Sue Good; Patricia Condon; Gordon and Jan Weaver; Lindsay Gordon; Jack and Margaret Gudgeon; Bruce and Margaret Dun and John Mennie. In June, members attended a special morning tea at Blue Haven Nursing Home, Kiama to witness the presenting to our Veteran Member, Dave Edgerton, of a military medal he earned as a member of a commando unit in New Guinea during WWll. The presentation was made by Mr Garath Ward, State member for Kiama. Also in attendance were members of Dave’s family and a number of fellow members of the Blue Haven Community.

Kiama Veteran Member, Dave Edgerton receiving his long overdue WWII medal.

Kiama Veteran Member, Dave Edgerton receiving his long overdue WWII medal.

Of worthwhile mention is the fact Dave was entitled to the medal and had not received it over all these years. The error came to light when our Chairman Gordon Weaver was visiting Dave at the Nursing Home and on inspecting Dave’s war medals, saw one was missing. Gordon contacted the Department of Honours and Awards, and was informed, Dave was entitled to an additional medal honouring his war service. Gordon then made application for the medal on Dave’s behalf. As a result the award was issued. So arrangement were made for the afore mentioned ceremony. Of further note; Dave is one of only two members of his unit still alive.

Unfortunately Chairman Gordon could not be present at the ceremony as he was in Sydney attending other community business.

Facebook Group Hacked

FACEBOOK HACKED

Case #352230845

this is the only way available to me for the next 3 days to get a message onto Facebook.

Once again, one of my non Police FB Groups has been hacked and I am banned from my own Group for 3 days, that Group is not accessible to its members and I have lost the ability to acknowledge Posts, PM’s etc from ANY other Groups / Pages.

I am not even sure if I can actually get this message to my own time line.

I have searched, but can’t find, how to complain to or even contact FB directly to get this issue sorted.

When I was banned last week, for 24 hours, I had lost 1,600+ members from the same Group and the ENTIRE Threads for the past couple of years.

The likes of Danny Webster, myself and others who have Pages / Groups, with so much information in these Groups will be stuffed if those Groups are hacked and we lose all that Memorial information that we have accumulated are unable to backup.

How do I get onto FB and complain???.

Cal

Nicole Shaw Wow. That’s terrible

Maryann Bates Hope u get the prick

Greg Callander Due to one of my non Police Groups being Hacked and the trouble that has stemmed from that and the non helpful response from FB management, I have had to use my deceased fathers FB profile to get into my various FB Groups / Pages and I have also had toSee More

Nicole Shaw Facebook don’t respond to any complaints or questions people have. A lazy bunch of idiots that run this .

Greg Callander I just sent them another deep message about the issue but still haven’t had a response. My main profile is still blocked for another three hours which means the deaths, funerals that I have recorded are not capable of being shared on FB yet because my website is linked with the FB Groups.

You have NOT addressed the issue of my FB having been HACKED.

I have NOT made inappropriate comments on my own Group.
I have LOST 1,600+ members from that Group because of the HACK.
I have LOST ALL of the Threads that were in that Group.
I have now been HACKED TWICE in as many weeks.

I am now prohibited, because of that HACK and you restricting my access, from Posting to my Policing FB pages and Groups who depend on me to inform them of upcoming Police funerals.

I am also restricted, because of the HACK and restrictions from sharing and / or informing the Community Groups I manage of ANY serious matters that arise in this community that may affect people’s property and / or lives with immediate and timely information about fires.

WHY IS MY FB GROUP BEING HACKED.
WHAT IS FB DOING TO ADDRESS THESE ISSUES THAT I HAVE RAISE.?

I wouldn’t have an issue if I have been using bad language, committing crimes etc, but I have been HACKED.

Thanks for your “Timely” response – NOT.

Now someone else has, as of,Thursday, started up a similar Group but this STILL does NOT ADDRESS how my Group was originally HACKED and how I lost over 1,600 members due FB Banning me for something that I am NOT GUILTY of.

Please don’t send me another Generic response to change my password.

My password has nothing to do with it.

It was an attack upon the Group from which you have now banned me TWICE and I am still non the wiser as to WHY?

Hi Greg,

Thank you for your report. Please note it is not technically possible to hack a Facebook group. As long as the current administrators of a group keep their login details secure, and do not allow any suspicious people to become admins, then the group will remain secure.

Unfortunately I cannot personally remove this user as the group admin or re-add you or anyone else as the admin. We encourage you or the former admin of this group to contact the current admin to resolve this matter.

Finally, please note that as long as the group does not contain information that violates our Statement of Rights and Responsibilities, we will not take any action on it. This decision is final. I apologize for the inconvenience.

Thanks for contacting Facebook,

Hi Kim

Problem is that I was the ONLY Admin on the Group. I never ever assigned any other person to that role and I have been banned twice from my own Group.

Non of my Policing Groups have been vandalised, at this stage. Just that Name, Shame or Praise Goulburn Group.

If I am the ONLY Admin, and I didn’t delete the 1,600+ members, who did?
And where have all the Threads gone to?
And why has it now happened twice within two weeks.

It is further exasperated because I am now Blocked from Administering all of my Policing funeral Groups because of this ban.

I have been banned for no legitimate purpose.
I most definitely haven’t breached any of FB Policy to warrant the banning.

Greg

What you submitted

Hi Kim

I am, and have always been, the ONLY Admin for the Group but twice now, I have had my access to that Group terminated by FB.

The first time a week or two ago, for 24 hours for some breach I am alleged to have committed and the current ban for 3 days for another alleged breach I am supposed to have committed.

In the first attack, the entire contents of the Group were removed i.e. all the Threads and over 1,600+ members were removed. I did NOT to that cull.

I am, once again, banned from the site I started and, because of that ban – someone else has since started a similar Group – so now I have no control over the content or direction of the original Group that I started.

Had FB NOT banned me for some alleged breach, I would still have my original Group and would still have the 1,600+ members that MY Group originally had.

.

FB Ban’s people WITHOUT giving those people adequate recourse.

When ever I have arrested an offender and charged them with a criminal offence, I am required by both Statutory Law and Common Law to provide a Brief of Facts to the Offender so that the offender knows exactly what he has done to commit said offence.

FB, on the other hand, bans a person for 24 hours, 3 days or whatever the penalty is and simply gives them a Generic notification that they have Breach some form of Policy but FB does NOT specify exactly what that Breach entails.

Had I been on the Group and was throwing out expletives left right and centre or calling people derogatory names, provoking people to violence etc – I would have absolutely NO PROBLEMS WITH BEING BANNED.

Fact is, I did NOT commit these offences, nor did I breach ANY Policy of FB to Warrant said Bans and FB has NOT SUPPLIED any reason, other than a Breach of the Policy, as cause for the ban.

If a person is to learn from their mistakes, it is incumbent upon those enforcing the ban or penalty to inform the offender specifically of why they have been penalised – at the very basic principal of Common Law.

If FB can demonstrate what I actually am alleged to have said, or done, to Breach said Policy – I would have no problem with it but with the dozens of FB pages & Groups that I Administer, co-Administer daily etc, how would any individual possibly remember all that they have said on ANY of those Threads.

In relation to the Group that I have been banned from ( Name, Shame or Praise Goulburn ), I had only made two short Posts when the first ban was lifted and, I can guarantee, that those two Posts in NO WAY contravened FB Policy.

Because of the current Ban, I am unable to respond to various people or inform hundreds of others about recent Police deaths so that those members may be afforded the opportunity to attend the funeral of those deceased Police.

Why am I still banned?
What is FB doing to address the issue of informing their members of the exact reason ( not a generic response ) as to why they were banned? ( You were banned because you said: ….. etc )
What is FB doing to ensure that this does NOT happen a THIRD time?
What is FB doing about the loss of my 1,600+ members of that Group?
What is FB doing about the loss of ALL the data that this particular Group had recorded?
What will FB do for me, now that I have lost control of a Group that I started – which I have now lost control of because of two unwarranted Bans upon me?

I would like this issue rectified ASAP and well and truly before the current bans simply passes.

As an aside, I also run several websites together with partners and advertise via FB.

Greg

I am still awaiting an appropriate response to the situation, or are you simply awaiting the ban to time out and then think I will forget about the issue?

I think some form of ‘ update ‘ is warranted on this issue because I, and my other members, certainly don’t want this rubbish to happen a THIRD time.

LILO, you are kidding !?

I am not after GENERAL SUPPORT !
There is obviously something wrong with the FB Group system.

Your other colleagues tell me that it is NOT POSSIBLE for someone other than an Administrator to delete all those Posts and Members.

If I am the ONLY ADMINISTRATOR and I did NOT delete them – then how did I lose over 1,600 members of the Group during the first ‘Ban’, over 80 during the second ‘Ban’ and why can I no longer get back into the Group if I am the ONLY Administrator?

I am also concerned about all the other FB Groups that I administer going the same direction – so it is a FB issue and NOT a GENERAL SUPPORT QUESTION.

I will NOT allow this matter to simply disappear because there is too much at stake to simply let the issue die because you fail to support those who are supporting you.

FB tells me that Admin are the only people who can delete members from a Group.

My Group has been breach and that breach, by person or persons unknown, has resulted in 1600 members of that Group being removed.

This attack upon the Group was manifested by FB who banned my Profile for 24 hours and then 3 days due to an alleged breach of FB Policy.

I request that FB inform me, so that I don’t commit this breach a third time, how and when I am alleged to have made these breaches please.

THIS JUST KEEPS GOING ROUND IN CIRCLES.  THERE IS ABSOLUTELY NOTHING NEW IN THEIR GENERIC REPLY TO HELP ME WITH THE ISSUE.  I WILL, AGAIN, RESPOND TO THEM.

To FB at 1.57am Friday 12 August 2016:
Kim, FB keep sending me around in circles. I have visited the Help Centre numerous times and there is NOTHING to address the issue.
I did NOT:
– Repeatedly commenting on posts in a short period of time
-Rapidly adding people to a group
-Tagging people who aren’t your friends in real lifeThe Group was infiltrated, 1,600 members removed, all Posts were removed and I was locked out of my own Group. I was the Only Admin. What is to stop this same issue happening with more important pages and Groups that I Administer.

I need to know, specifically, what happened so that I can ensure that it does NOT happen to these other Groups that deal with peoples deaths, PTSD, suicide and funerals. There is just too much at stake to let this issue simply go around in circles when it is clearly a FB issue that resulted in the initial loss.
