My husband Sergeant Randal Moulden was one of those officers that tragically took his own life on Tuesday 29th June 2021.
He couldn’t carry the pain of the trauma of what he had experienced over the 30yrs as a serving Police officer.
He was one of a kind, Professional, Caring, Empathetic, Understanding, Passionate. These traits that not only I as a wife, but his children, his friends, his colleagues are what we loved about him.
Regardless of what he had seen, experienced and witnessed.
Every day that he put on his uniform he wore it with pride, dignity and grace, ultimately it was these traits as a serving officer that made him suffer.
To EVERYONE I can not stress this enough, PLEASE, PLEAS,E PLEASE, get help.
There is ABSOLUTELY no shame in reaching out.
As partners we are here to support, to love and to comfort those suffering. Your burden is our burden to share.
Don’t let this tragedy be in vain, lets learn from it and try to change it as death is never the answer.
To all the people that have shared their respect and Grief, there are not enough words to thank you.

Randall Moulden was a larrikin, the “fun” parent and so dedicated to his job as a WA Police officer, he literally gave his life to the role, according to his widow Janean.

She recently commemorated one year since her husband died by suicide on June 29 by spreading his ashes across the desert in Morocco.

Janean Moulden remembers her husband Randall as a “born police officer”.

“He was kind, considerate, compassionate, empathetic, respectful to everyone around him,” said Ms Moulden to ABC Radio Perth’s Nadia Mitsopoulos.

“He was a mate who was approachable.

“You could talk to him about anything. He loved his job, he thrived with his job.”

But in 2014, during a posting in Kalgoorlie, Randall Moulden attended a car crash in which a mother and three young children were killed and when he returned home, Ms Moulden said he appeared deeply traumatised.

“He was just blank the entire night,” she said.

“I had coppers ring me the next day to tell me how graphic and horrendous it was out there.

“He became very withdrawn. I just couldn’t help him.”

Finding helpful support

It was not until January 2016 that Mr Moulden realised he needed help and started seeing a counsellor employed by WA Police.

“Then in the August, the counsellor said, ‘I can’t help you. You need medication,'” Ms Moulden said.

“He just felt like it was just a horrible thing to say, you know?

“So then he was just sort of left stranded.”

It wasn’t until he found Soldiers and Sirens, a free not-for-profit service for veterans and first-responders, that Mr Moulden’s health began to improve.

The service was co-founded by Danielle Baldock, a psychologist and former police officer who felt there was a gap in support for police and other emergency services staff.

“There was no service for first responders that was independent and external and confidential,” Ms Baldock said.

“One of the big concerns that officers have is that if they go to their internal support it might limit their career in some way.

“That’s not a reality, it’s more of a perception. The WA Police psych unit is amazing — they do great work.”

Ms Baldock said because police officers were often hesitant to seek counselling through their workplace she was motivated to provide external support.

“We wanted to provide this separate space where they could come together and be a community,” she said.

‘A massive improvement’

Ms Moulden said the counselling Soldiers and Sirens provided to both her and her husband was a godsend.

“He was doing amazing, he really was. Every time he saw Danielle he walked out with bounce in his step, a smile on his face,” she said.

“He had made such a massive change this year.”

 

Ms Moulden said the key difference was that the service was independent and staffed by people who had lived experience in emergency services.

“It’s the essential ingredient. You cannot speak to someone who does not have a clue about trauma,” she said.

“And there is a genuine fear out there.

“I’ve spoken to many police officers and they all say the same thing, that they would not go to the police psychiatrist or the police doctor — not when the commissioner is in the same building. You can’t be honest.”

Funding discontinued

Soldiers and Sirens received initial start-up funding from the federal Department of Communities as well as bulk-billing fees from Medicare and the Department of Veterans Affairs.

 However, at the end of June the federal funding ended and has not been renewed.

“We were hoping in the time that we could fundraise, that we could apply for the grants and get some funding from somewhere,” Ms Baldock said.

“But unfortunately, with the COVID situation, we just haven’t been able to secure any further funding.

“So on the first of August we shut our doors.”

Service closure ‘daunting’

Ms Moulden said the news that the service was closing devastated her husband as he faced the prospect of having to re-tell his story to a new psychologist.

“He had built a rapport with Danielle and that’s half the key,” she said.

“The thought of going to another psychologist is daunting; you’ve got to keep reliving it. It’s cruel.”

In June, Mr Moulden died by suicide.

His death has motivated his wife to fight for funding for the Soldiers and Sirens service.

“I know that he would want me to speak up [and] speak about my own experience,” Ms Moulden said.

“Not just for me, but for anyone suffering. He would want me to be their voice.”

Request for state funding

Soldiers and Sirens is now hoping the WA state government will provide the additional funding needed for the service to remain accessible.

“We want there to be no barriers to entry,” Ms Baldock said.

“[So] that you can ring up and get an appointment straight away within a couple of weeks without lots of triage barriers in the way, and we really wanted it to be free.

“WA Police are amazing. They paid for all of the sessions for their officers. We were also cost-recovering from Medicare and DVA and the places that we could, but unfortunately, it just wasn’t enough to sustain us.”

In a statement, Minister for Police Paul Papalia said the WA government provided funding to the WA Police Force for “a range of wraparound services through the Health and Welfare Division”.

“In addition to internal outreach services which include 24/7 access to on-call clinical psychologists and chaplains, officers are able to access private psychological and psychiatric support services from a network of external providers,” the statement said.

“Soldiers and Sirens is one of a number of those approved external providers which police officers are able to access.”

Let me introduce you to our beautiful friend, Jo.
About 18 months ago, Jo started suffering from pains in her stomach that wouldn’t go away. Testing took place and it was discovered that Jo had bowel cancer that had already spread to her liver. Jo was found to have numerous lesions on her bowel and her liver was riddled with lesions.
Jo has been having extensive chemotherapy since this time and sadly, a recent scan has shown that her tumours have grown and the cancer has also spread to her lungs. Jo is not eligible for liver surgery, bowel surgery, or any type of transplant. It appears as though Jo’s body is no longer responding to chemotherapy. Jo has been informed that she is eligible to trial a brand new immunotherapy drug that has just been brought over from the USA. Unfortunately, this drug is not yet on our PBS and will cost $1900 per fortnight, capped at $27,000.
Regardless of this trial, Jo has been informed that her condition is completely incurable, and that the aim of any trial or medication from this point onwards is to solely prolong her life. About 18 months ago, Jo was given an estimated 3 years life expectancy. Jo has only just turned 40.
Jo is a mother of two beautiful beautiful boys ( aged 8 and 5 ), a wife to a supportive, loving husband and a friend to so many people. She has served the NSW state as a dedicated police officer and Detective over her 20-year policing career. Her shock diagnosis and cancer treatment has taken an enormous toll on her and her family. Despite all of this, Jo has remained so infectiously positive and upbeat which has been an inspiration to us all.
We recently held a fundraising event to raise money for Jo and her family to help make special memories for them. We are now trying to continue our fundraising efforts to raise enough money to cover her ongoing treatment and ease the financial pressure on Jo and her family. We would love Jo to spend as much precious, quality time with her boys as she can.

This is a song I ( Tom Longford ) started writing for Renee when she was first diagnosed with Angiosarcoma.

After completing the first verse, I had optimistically hoped that each subsequent verse would be brighter than the last, and that the song would eventually include a happy ending.

Unfortunately, I was never given the opportunity to add anything positive for the rest of Renee’s battle.

I finished the song after we lost Renee and shared it with our Parents and our Brother.

I hope to one day record it properly with my band – but at this stage, if you’re interested in listening, you’ll just be hearing a version recorded via web-mic on my laptop.

Sergeant Longford, of Picton, died on January 24 after battling a rare and aggressive form of cancer since late 2010.

She served as a police officer for 14 years and worked at Liverpool and Cabramatta before she began working at Bowral in 2008.

Superintendent Worboys said Sergeant Longford would be remembered as an excellent communicator who was positive about her duties, with no task ever too big or small.

“Sergeant Longford was the sort of officer that police commanders just want to have around,” he said.

‘Humbling’ farewell to policewoman

Sgt Longford died on January 24 after battling a rare and aggressive form of cancer since late 2010.

She served as a police officer for 14 years and worked at Liverpool and Cabramatta before she began working at Bowral in 2008.

Sgt Longford and husband Peter Cotton, a police officer based at Picton, have three children, Dean, Jake and two-year-old Emma.

Sgt Cotton said his wife was also step mother to two of his children from a previous relationship.

About 500 people attended the service at St John’s Anglican Church in Camden, among those Sgt Longford’s colleagues, some wearing plain clothes and others in uniform.

Sgt Cotton said the rain stopped when his wife was brought to the family home before the funeral and the wet weather held off until after the service.

A police guard of honour saluted Sgt Longford as she was taken into the church and Sgt Cotton said it was only when leaving that he realised how many people had come to pay their respects to his wife.

“They lined the road way and it surprised me on the way out because I knew how many people we had left behind (in the church).

“I’ve done a lot of police funerals in my time and it was one of the biggest I had been to let alone been involved with.”

Sgt Cotton said a second service was then held at Forest Lawn Memorial Park in Leppington, where the police guard of honour continued the display respect.

He said Goulburn LAC commander Superintendent Gary Worboys and family friends Ben and Tim Mallott were among those who spoke about Sgt Longford at the service.

Supt Worboys said Sgt Longford’s funeral was a fitting tribute to her dedication to her job as a police officer.

He said Sgt Longford would be remembered as an excellent communicator that was positive about her duties, with no task ever too big or small.

“Sgt Longford was the sort of officer that police commanders just want to have around,” he said.

“Renee was just as good at chasing and catching criminals as she was comforting victims of crime.

“She will be sadly missed and our thoughts are with her family.”

Sgt Cotton said the service was the best the family could have hoped for.

“It was quite humbling and quite fitting.

“I’m very proud that she’d touched the hearts of so many people.”

The Bowral police sergeant, who has been off work since September last year, dropped in on some of her colleagues last week to thank them and the community for all the money raised to help her family.

A fundraising dinner at Mittagong RSL last November along with a host of smaller events and donations raised $47,255.

The family lives in Picton and a fundraising bowls day, where everyone was asked to don Ms Longford’s favourite colour yellow, was another success last December.

Ms Longford’s partner Peter Cotton, also a police officer , has retuned to work at Camden. The couple have five children between them.

The couple has three children, including a one-year-old, and Mr Cotton has two children from a previous relationship.

The 33-year-old has been an officer for 13 years and served at Liverpool and Cabramatta before moving to Bowral as a sergeant in October, 2008.

Ms Longford used the visit to publicly thank the Highlands community.

“Thanks to the business community for their donations and all my colleagues who have been fantastic,” she said.

“Thanks to Graeme Day for hosting the night and Tony Fountain for running the auction.”

Ms Longford has undergone six rounds of chemotherapy and she said the cancer around her hips and spine has stopped growing.

She said she was considering using an experimental kidney transplant drug that could help.

While she would never walk the beat again she was focused on getting back to work.

“I’d love to get back to work,” she said.

Bowral colleague Jill Linford said the station had been overwhelmed by the support the community had shown.

“It’s really, really nice,” she said.

Sergeant Darren Farr, one of the longest serving officers at Bowral, said he didn’t realise how much support was out in the community for the police.

Summer Cruise Benefit Night

Saturday 15 January 2011

The Club hosted a Cruise Night on Saturday 15 January 2011 with proceeds going to Renee Longford, the daughter of one of our life members, John Longford.

​Renee was recently diagnosed with an aggressive type of bone cancer. The Club members decided to help by organising a cruise night at our clubrooms with all proceeds going to Renee.

The night started about 6.00pm and it wasn’t long before the car park was filled with Hot Rods, Customs and American Muscle Cars. There were many more vehicles parked in the street. All in all there were in excess of 100 cars.

The Flattrakkers provided the music for the evening and the kids were entertained with a giant jumping castle. The members were kept busy cooking the BBQ for the crowd of over 500 people. A monster raffle was held during the night with prizes donated by various members and other supporters of the evening.

It was a great night which was enjoyed by all and we thank everyone for their support. We were able to hand Renee an amount of $3000.00 which will assist her and her family during this difficult time.

A special thanks must go to Mick and Pam Cooley who co-ordinated the night as well as all the members who donated items for the raffle.

It is with the heaviest of hearts we inform of the passing of Geoff Hoggett.

Geoff was an unsung hero of the club, having served on the St George DCC management committee for many years. His efforts often weren’t known to the public but were greatly appreciated by all core workers within the club.

Geoff was a very highly regarded member of the NSW Police force until retirement where he dedicated even more of his time to cricket and cricketers.  Like many, Geoff came up through the ranks as a cricketing father with sons David and Matt playing cricket at Penshurst West.

Geoff would become an active member of the management committee as well as coaching multiple junior teams. This Included GRPSTG Rep teams (now St George). In fact even after his sons had finished playing juniors he still played a proactive part in the junior cricket community which included managing a young U13’s rep team he felt had great potential but were doing it tough. After three years as manager, the team would eventually reach the potential Geoff knew they had and go on to win the Watson Shield. The team consisted of a number of youngsters that would go on to much bigger and better things in Moises Henriques and Steve Cazzulino.

It was also during this period that Geoff Hoggett became a much loved and integral part of the Kingsgrove Cricket Academy setup. Through his position as Evening Manager / Supervisor, Geoff helped create a highly popular place of cricketing education where so many of our players not only crafted their game but went on to become cricket coaches themselves. Importantly it was the extra care, attention and often education and friendship he provided to cricketing parents that will be greatly remembered.

Eventually Geoff’s son Matt moved into the playing ranks at St George so it was only natural for Geoff to roll his sleeves up and get involved. It started with ensuring that all was taken care of every day of play at each home game as well as managing the teams. Club Management soon realised that Geoff needed to be a part of the successful running of the club.

Matt Hoggett himself became an integral member of the playing staff and went on to become first grade player No.387. He also took on the key role of 2nd Grade captain which yielded a premiership in the clubs centenary season of 09-10. All the while Geoff was by his side doing all he could to help the players. If the players had a club night at Hurstville Oval, more often than not, it was Geoff who would stay back and close up when they finally decided to move on into the night. The players loved and respected him greatly as did the senior members of the club.

Geoff’s extraordinary commitment to the club was recognised when he was recognised as Life Member No.48 of St George DCC.

Away from Cricket, Geoff was a loving family man and enjoyed numerous other sports, in particular Rugby League which he played as a young lad. He was a staunch Roosters fan having grown up in the Bondi area. Through his time in the police he had a plethora of amazing life experiences and was a great bloke to sit down and have a chat over a cold one. He did not shy away from telling it how it was and many people within the club would now be grateful for his honest advise.

Only just a month ago Geoff was in good spirits as he mingled with friends at the annual Life Members Lunch at Hurstville Oval. He was proud of his time well spent at St George DCC.

A finer man you could not wish to meet. He will be sorely missed by all who new him.

Shots fired at ICAC figure’s home

SYDNEY: Shots were fired yesterday morning at the home of a Sydney nightclub owner who figured prominently in the Independent Commission Against Corruption‘s investigations into police corruption.

A police spokesman said the shots were fired at the home of Louis Bayeh at Ermington about 2am.

The spokesman said Mr Bayeh was believed to have been out but his wife and four children were home at the time of the drive-past shooting.

No-one was injured.

Shots were also fired at a car, belonging to a friend of the family, that was parked outside the home.

The spokesman did not know how many shots were fired.

He said ballistics experts and scientific police were at the house which had been cordoned off for some time.

Police canvassed the area yesterday but there were no further details.

In April, the Independent Commission Against Corruption heard that Mr Bayeh told then assistant Police Commissioner Col Cole and Police Association president Tony Day that senior police had a contract on his life.

The allegation was made at a lunch meeting in December 1992 between Bayeh, Mr Cole, Mr Day and Sydney identity Tom Domican at a hotel in Sydney.

• A police whistle-blower who has alleged a cover-up to the level of Police Commissioner Tony Lauer will be called a liar, counsel for the police service told the commission yesterday.

The whistle-blower, Detective Sergeant Kimbal Cook, said he ” would plead guilty to being slack ” but strenuously denied he had behaved improperly, proposing in stead there had been an attempt to set him up.

In evidence last week, Sergeant Cook said he submitted a report detailing four years of harassment and threats by fellow officers after he gathered key evidence against two corrupt colleagues in 1988.

He said he was told by Chief Superintendent Bob Myatt to rewrite the report to avoid investigation by the ombudsman or then Police Minister Ted Pickering.

Sergeant Cook said Superintendent Myatt told him the instructions had come from then-Assistant Commissioner Col Cole and ” the boss “, whom he assumed to be Mr Lauer. Superintendent Myatt has denied this.

Yesterday, Chief Superintendent Geoffrey Hoggett, commander of the Internal Affairs Unit, gave evidence that Sergeant Cook’s original report would have constituted a complaint to be investigated by his unit and the Ombudsman, but this had not happened.

RETIRING superintendent Terry Dalton has a word of advice for young police as he prepares to leave the force: “Make sure the crooks don’t win.”

It’s a sentiment the police veteran has followed all 31 years of his career – that, and make sure you duck when someone throws a punch your way.

 

“I learnt that valuable lesson early on, you’ve got to keep your eye on people,” he told the Herald yesterday.

Superintendent Dalton says he’s lucky he hasn’t been on the receiving end of much more violence since he copped a broken jaw during that incident, in his first weeks as a police officer in Tasmania in 1972.

He joined the Royal Hong Kong Police a few years later and in 1981 he moved back to Australia for a career in the force that earned him the nickname “the Admiral“.

It’s apt for the man who will today lead 700 officers in a march through central Sydney to commemorate 150th anniversary of policing in NSW.

On March 1, 1862, existing independent police units of the colony were amalgamated into the single NSW Police Force.

Superintendent Dalton said sodden conditions will not stop the parade.

“I think tomorrow will be a proud day for the entire NSW Police Force, just to be a part of it,” he said.

But it will be particularly poignant for him, as he leaves the force in September after more than three decades working in the water police, the police negotiators, in child protection and what used to be called “Special Branch” – which protected the world’s dignitaries here in Australia.

Superintendent Dalton was the first officer to Prince Charles’s side when a man brandishing a starter pistol fired two blank shots at the heir to the British throne during an Australia Day awards ceremony at Darling Harbour in 1994.

He has also protected the Queen, former US president George Bush, and former South African President Nelson Mandela.

The 150th Anniversary of Policing will be formally launched with the NSW force’s banner being led by a police marine contingent across Sydney Harbour from Watson’s Bay at 9am, down to Circular Quay.

A “Sea of Blue” marching contingent will then take the banner along George Street to Town Hall, arriving there for a civic reception about 10.45am.

 The actual bugle call was composed by the Victorian Police Band conductor – Inspector Don Jarrett.

Dennis Williams conducted the NSW Police band from 1988 to 2001.
Dennis set the bugle call to a band arrangement so the recording you just heard is his arrangement.

This Anthem is now being widely used by the NSW Police Force Band and at Police Memorials / Funerals. 

It will also be played at the annual Police Remembrance Day service.

The NSW Police Force regrets to inform the community of the death of a serving police officer in an accident in New Zealand.

Detective Senior Constable Joshua Paroci, aged 31, died following a rafting incident in Queenstown, New Zealand on Saturday (19 May 2018).

Det S/C Paroci joined the force in 2008 and was most recently working at the State Crime Command’s Child Abuse and Sex Crimes Squad.

Commissioner Mick Fuller extended condolences to the Paroci family on behalf of the NSW Police Force.

“The hardest part of my job is when we lose one of our own and my thoughts are with Det S/C Paroci’s wife, who is also a police officer, family, friends and colleagues,” Commissioner Fuller said.

Det S/C Paroci was well respected by all those who knew him, and the police family will rally around his loved ones during this difficult time.

Child Abuse and Sex Crimes Squad Commander, Detective Superintendent John Kerlatec, said Josh was a great man and an excellent detective, and will be sorely missed by the team.

“Professionally, Josh was a tireless worker; dedicated to investigating some of the most heinous crimes against children,” Det Supt Kerlatec said.

“His passion was justice for victims. Not only was he a police officer, he was completing a law degree, which he intended to use to create better outcomes for young victims.

Josh was inspirational, and everywhere he worked, he turned colleagues into mates; today, we mourn the loss of our good mate.”

Det S/C Paroci’s family have requested their privacy at this time.

New Zealand Police continue to make inquiries on behalf of the Coroner, and with the assistance of Maritime NZ, which is conducting its own investigation into what happened.

Tributes flow for Australian policeman killed in rafting accident near Queenstown

The Australian man who died in a rafting incident near Queenstown was a detective senior constable with the New South Wales police force.

Joshua Paroci, 31, was one of a group of six Australians rafting on Saturday afternoon with Challenge Rafting on the Shotover River when they overturned near the Toilet Rapids.

Company spokeswoman Tsehai Tiffin said Paroci was being brought back from the far side of the river when he lost his grip on the rescue rope and was swept to the next rapid.

He was helped by a safety kayaker through another rapid and then to shore, but lost consciousness and could not be revived.

NSW police Commissioner Mick Fuller said Paroci would be missed.

“The hardest part of my job is when we lose one of our own and my thoughts are with Detective S/C Paroci’s wife, who is also a police officer, family, friends and colleagues,” he said in a statement.

Detective S/C Paroci was well respected by all those who knew him, and the police family will rally around his loved ones during this difficult time.”

It was the second death on the same section of the river within two months after guide Keith Haare, 62, also known as Chief, died from a medical event in late March.​

Tiffin said Challenge Rafting offered its “deepest sympathy to [Paroci‘s] family and friends”.

It was not unusual for rafts to overturn on grade four or five rivers, like the Shotover, Tiffin said. Customers were issued with equipment to help keep them warm and safe, including a wetsuit, neoprene jacket, booties, spray jacket, lifejacket and helmet.

Another member of the same group was injured and was flown to Lakes District Hospital for treatment. The rest of the group were flown out by helicopter and all flew back to Australia on Monday morning.

The weather was fine and sunny on Saturday and the river was at a medium to low flow at 16 cubic metres a second, well within standard operating parameters, Tiffin said.

Challenge Rafting worked closely with Queenstown Rafting, whose general manager, Luke Taylor, said he and his staff were devastated.

“Our hearts go out to our guests and the families of those involved in this. Both our companies wish to offer the group our sincere condolences and ongoing support,” he said.

Queenstown Rafting and Challenge Rafting have voluntarily suspended operations on the river until further notice.

NSW child abuse and sex crimes squad Commander, Detective Superintendent John Kerlatec described Paroci as a great man and an excellent detective, who would be sorely missed by the team.

“Professionally, Josh was a tireless worker; dedicated to investigating some of the most heinous crimes against children,” he said.

“His passion was justice for victims. Not only was he a police officer, he was completing a law degree, which he intended to use to create better outcomes for young victims.

“Josh was inspirational, and everywhere he worked, he turned colleagues into mates; today, we mourn the loss of our good mate.”

Police said they were investigating the cause of Saturday’s incident, and Maritime New Zealand was conducting a separate investigation.

An autopsy was expected to be carried out in Invercargill on Monday.

Friends pay tribute to Child Abuse Unit Detective Joshua Paroci

THE “larger than life” detective who drowned in a rafting accident in New Zealand was on a buck’s weekend with his colleague, who is due to marry next month.

Friends who worked with the Child Abuse Unit’s detective Senior Constable Joshua Paroci paid tribute to their colleague who pursued criminals with dogged determination.

The 31-year-old was due to return to work at Parramatta with his close friend, detective Senior Constable Robert Popovic, last week after they went to New Zealand four weeks before the wedding.

The two had trained together at the police academy in Goulburn and formed a tight bond. They were on the trip with three friends when tragedy struck.

Detective Senior Sergeant Paul Grech, who was Sen-Constable Paroci’s team leader at Parramatta, said Sen-Constable Popovic had been left devastated by the accident that claimed his mate’s life when a raft overturned in rapids at Skippers Canyon, near Queenstown, on May 19.

Sen-Constable Paroci, who was married and the father of a four-year-old boy, was one of six Australians on the raft.

“He’s pretty shattered,’’ Sen-Sgt Grech said of Sen-Constable Popovic.

“He’s talking about not having the wedding.

“He’s very close to his friend. They were bosom buddies. It was a buck’s trip, so there was lots of planning involved. It’s the time of their life.”

He said Sen-Constable Paroci had been in the squad for 18 months and “made a lot of noise” until he saw justice prevail.

“He was big in stature and larger than life on the floor,’’ he said.

“It impacts the office really significantly.”

Squad commander detective Superin­tendent John Kerlatec also praised Sen-Constable Paroci.

“Josh was a tireless worker, dedicated to investigating some of the most heinous crimes against children,” he said. “Not only was he a police officer, he was completing a law degree, which he intended to use to create better outcomes for young victims.”

Maritime New Zealand and the coroner are investigating.

Australian police officer dies in rafting accident near Queenstown, New Zealand

An Australian man who died during a rafting trip in New Zealand’s South Island has been identified as 31-year-old Joshua Paroci of New South Wales.

A New South Wales police officer, Detective Senior Constable Paroci was reportedly with five other Australians on the raft, operated by Challenge Rafting, which overturned on rapids on the Shotover River, north of Queenstown.

Police colleagues have described him as well respected and an excellent detective who would be sorely missed.

In a statement, the rafting company said the raft overturned about 3:45pm on Saturday near the Toilet Rapids at Skippers Canyon.

The company said the rafters followed standard rescue procedures when they were pitched into the water.

Detective Senior Constable Paroci lost his grip on the rescue rope as the raft was being towed to a bank and he was swept through another rapid.

Attempts by paramedics to resuscitate him on the shore failed.

Another member of the same group was injured and received treatment at a New Zealand hospital.

Queenstown Rafting general manager Luke Taylor said he and his staff were devastated by the incident.

In a statement, NSW Police said Detective Senior Constable Paroci joined the force in 2008 and was a member of the State Crime Command’s Child Abuse and Sex Crimes Squad.

His wife is also a police officer.

Police said Detective Senior Constable Paroci’s family had asked for privacy at this time.

The rafting company voluntarily suspended operations until further notice, and Maritime New Zealand is investigating the incident.

New Zealand Police confirmed Detective Senior Constable Paroci’s death in a statement and offered “their condolences to Mr Paroci’s family and friends at this difficult time”.

The Department of Foreign Affairs and Trade said it was providing consular assistance.

Clinton (Clint) Pheeney became a police cadet in July 1975 and in 1976 administrator of the Cadet Branch.
From 1980–1984 he was chairman of the Hay Sub-Branch, the Wagga Wagga Branch 1990–1995 and the Griffith Branch 1996–2000.
From 1990–1996 he was a member of the Executive.
While on the Executive he served as a Royal Commission facilitator.
Clint is still a serving police officer and is currently Oxley Local Area Commander with the rank of superintendent.
He died on 4 June 2018.

THE extraordinary cascade of support in Tamworth for medical marijuana continues, with the city’s mayor and top cop rallying behind the cause.

Tamworth mayor Col Murray and Oxley local area commander Clint Pheeney yesterday backed the Haslam family’s political campaign to decriminalise the drug for the terminally ill.

They join a host of other local leaders and medical experts in publicly lobbying the state government to change the laws governing medical marijuana.

Superintendent Pheeney, who has been with NSW Police for 39 years, said the case put forward by the Haslams was “overwhelmingly compelling”.

“I have vigorously pursued drug suppliers for many years and will continue to do so,” he said.

“But this is not about loosening the laws; this is about us as a community showing compassion and understanding to people who are suffering terminal illnesses.

“Many suffer unbearable pain that current ‘legal’ drugs are unable to provide relief for.

“I would ask everyone to ask themselves this question: if you or your loved one was suffering severe pain and other chronic symptoms that could be alleviated by the use of a drug such as cannabis, would you perform a criminal act and use it or obtain it for your loved one?

“I dare to say that most would say yes.”

He said changes to the current legislation, as recommended unanimously by a NSW upper house standing committee last year, with a “rigorous governance framework” should be considered.

Cr Murray backed Superintendent Pheeney’s comments, saying his view had changed in recent weeks.

“I’ve given this a lot of thought and done a lot of research since the debate started and I’ve changed my view to become a supporter (of medical marijuana),” Cr Murray said.

“I’m quite happy to stand beside Clint in public and support his words.

“There’s irrefutable medical evidence that there’s cause to consider this form of treatment.”

But Cr Murray, a staunch opponent of recreational drugs, said medical marijuana would have to be strictly policed.

“I have absolutely zero tolerance for marijuana as a recreational drug; it’s a scourge on our society,” he said.

Local businesswoman Lucy Haslam, whose 24-year-old son Daniel has terminal bowel cancer and found relief from cannabis, said she was overwhelmed by the support.

“It’s great to have the support of someone like Col, and for a senior police officer to publicly make the distinction between medical and recreational cannabis is amazing,” Mrs Haslam said.

A petition calling on the state government to legislate for medical marijuana now has almost 27,000 signatures.

Tamworth leads national conversation on medicinal cannabis

One of the most conservative seats in NSW will this weekend lead a national conversation on medicinal cannabis

It was March this year; a most unlikely family started a most unlikely campaign.

In the court yard of a coffee shop in Tamworth, I sat opposite local Mum, Lucy Haslam and she told me about her son 24 year old Dan who was dying of cancer.

She explained how he had recently found that cannabis offered him some relief to the nausea, vomiting, and poor appetite caused by his treatment.

Since then Lucy, Dan and their family have been on an incredible journey, calling on the NSW Government to adopt the findings of its own upper house parliamentary inquiry and decriminalise cannabis for the critically and terminally ill.

The family’s efforts have since been rewarded with the state government moving to offer its support and promise to run a trial.

The Premier, Mike Baird with also officially open this weekend’s medicinal cannabis symposium organised by Mrs Haslam.

This week on the Morning Show we’ve been finding out more about the symposium.

We’ve spoken to Lucy Haslam about what she hopes the symposium will achieve.

Seven network senior reporter and presenter Helen Kapalos will MC the event. Helen first covered the story for the ‘Sunday Night’ program earlier this year and says she is now determined to see a result.

Dr David Allsop is a Research Fellow in Psychopharmacology and Addiction Medicine at the School of Psychology at University of Sydney. He’ll be providing an Australian perspective on cannabinoid research

Former Australian Federal Police Commissioner, Mick Palmer has also been invited to speak at the forum.

Mr Palmer says the current approach to drug management in Australia is not working.

“The evidence is almost overwhelming, the current prohibition approach to illicit drugs and cannabis has been an abject failure, and to keep focusing on people for using and possessing as if they are criminals, and to deal with that in a criminal way is to avoid the reality of the problem.”

“Supply can be controlled, particularly for medicinal cannabis, the impetus would be for it to be prescribed by medically authorised doctors or pharmacists, and that it would be delivered on a needs basis. To me it is almost a no brainer to deny it.”

“The momentum has started and it is irresistible.”

Green’s Senator, Richard Di Natalie will preview a piece of federal legislation he plans to introduce in parliament next week on legalising medicinal cannabis at the symposium.

He says the system could be modelled on the federally regulated poppy industry.

“A national uniform framework and then it is up to each state to decide whether they opt in to that. We think that it is just common sense that states would prefer to have this legislated nationally, that there is a consistent set of laws, it means that individuals who are using the drug through a prescription from a doctor are exempt from any criminal prosecutions. It means that rather than have state government’s introducing policies around trials and so on that we can go ahead and do this properly in the same ways as we do other medicines.”

He says he’s seeking a chance to brief the Prime Minister,

“It would take months to establish the regulator and so on, but in the end of you do it properly, it will be much quicker than going down the route of clinical trials, I think the evidence is very clear, we know medicinal cannabis is effective for some specific medical conditions like nausea from chemotherapy and so on, and for those conditions, we just need to move quickly.”

In December the Government is expected to reveal compassionate changes to police discretionary powers around allowing people with terminal illness or cancer use of medicinal cannabis.

It is also expected to outline the tender process for at least three clinical trials of medicinal cannabis for adults and children.

The Premier has asked Parliamentary Secretary and Liberal MLC, Catherine Cusack to support the working group developing the government’s response. She says more details will be revealed in December.

The Oxley Local Area Commander, Superintendent Clint Pheeney was a part of the symposium’s law and order panel, he says he has suffered no repercussions since speaking out in support of the Haslam’s earlier this year.

Cancer Doctor, Police Chief recognised in Australia Day Honours

A number of community members across the New England North West have been recognised with Australia Day honours.

The list includes cancer specialist Dr Robert Smee, now a Member of the Order of Australia, and Superintendent Clint Pheeney, recognised with an Australian Police Medal.

The Head of the Oxley Local Area Command, Superintendent Clint Pheeney, has received an Australian Police Medal.

The award makes special mention of Superintendent Pheeney’s leadership in the aftermath of the shooting death of Tamworth Highway Patrol Officer, Senior Constable David Rixon, in 2012.

Superintendent Pheeney said that incident was the most difficult time in his career but he was buoyed by the way police in Tamworth rallied together to support one another.

“A leader is really no better than the people around him, and I would have to say that from the most junior Constable up to senior members of the management team, everyone bonded together and supported one another,” he said.

“I was immensely proud that I was their Commander during that period of time.

Commander Pheeney is one of only a handful of NSW Police to be recognised this year.

He said working with the community is one of the best parts of the job.

“With all the negatives and all the bad things that police see, we also see some really good things where, members of the community save other people’s lives or where police have in the past rescued people out of motor vehicles or houses on fire and those people have lived,” he said.

“We see people at their worst but we also see them at their best.”

Superintendent Pheeney joined the NSW Police Force in 1975, and has been in Tamworth since 2008.
