BEDELPH Amy Passed away October 7, 2016.
Esteemed and respected member of the Retired Police Association.
Born Amy Franklin on 5 May 1924 at Lilydale, one of 19 children, Amy is the eldest of the four daughters still living.
After Lilydale School, Amy joined the Women’s Land Army at 17, working in a Scottsdale market garden and later in a factory. The AWLA was established on 27 July 1942 as a national voluntary organisation to replace male farm workers who had either enlisted or were working in other essential war work such as munitions.
Later, Amy joined the Salvation Army, attending a Melbourne training college before her first posting to Kent Town, South Australia, followed by Jamestown and then on to Adelaide where she had her own church.
Back in Melbourne, Amy caught up with colleague Arthur Clee, whom she married, and they went on to Hamilton in north-western Victoria as Army officers.
Returning to Tasmania, Amy worked as an Officer at Smithton in the early 1950s and later as a bookbinder for The Mercury.
Initially appointed special constable on 1 April 1963, on 18 March 1966 she was appointed constable 570 (later 384). Arthur was then a constable and superintendent of the Hobart Police Boys Club. Why the police? Well, Arthur was naturally a big influence, but Amy also recalls Commissioner Delderfield’s words – “You may as well join too; you will enjoy it.” So she did. Amy was, I believe, the first married woman to be appointed, and the first whose husband was also a serving policeman. At that time, the role was largely a social welfare one, and it was what most women of that time expected and indeed enjoyed.
Amy assisted Arthur at Hobart Police Boys Club, and went on to be supervisor of the newly-formed Police Girls Club, which had been established in 1955, using the old Sackville Street garage premises as a base. Both clubs were amalgamated in 1964.
In June 1965, the then Commissioner and his wife, as patrons, expressed their appreciation to the Clees for ” …the devoted and dedicated service you have as husband and wife, apart from your both being members of the Tasmania Police Force, contributed to the standards achieved, the progress made, and the enthusiasm of the members of both Clubs.”
Commended, following the 1967 bushfire disaster, Amy transferred to Glenorchy on 19 May 1969. As the only policewoman at the station, she was effectively O.I.C. At this time, there were 14 other policewomen employed within Tasmania Police.
Amy resigned on 22 December 1972 and later married policeman Ivan Bedelph.
Today, Amy is a sprightly 91 years of age and a resident of “The Manor”, a lovely residential facility in Guy Street, Kings Meadows. Amy simply takes things as they come. Her “life story” hangs framed upon her wall, together with her badge and insignia. Amy regards it with no regrets and a large amount of pride.

Senior Constable Thomas Males, whose death took place at his residence, Government House grounds, on Friday, was privately cremated at Hobart on Saturday. The mourners were his two sons, Messrs. George and Thomas Males. The Rev. J. A. Cloudsdale officiated at the service.

The death took place at his home in Government House grounds on Friday of Senior-Constable Thomas Males, at the age of 82.
Constable Males spent the whole of the period of his service in the police force in Hobart and in the vicinity of Government House. The King’s Medal, awarded to members of the police force who have served for 25 years with good conduct, was presented to Constable Males prior to his retirement by a former Governor, the late Sir James O’Grady.
When stationed in the Queen’s Domain and at Government House, Senior-Constable Males chief duties were at Government House as orderly to the Governor. He performed duty in close touch with members of the Royal Family when they visited the state, several Governors-General and Governors, and leading members of the Commonwealth judiciary, and was always punctilious in observance of his duties. Senior-Constable Males, a member of the old territorial police, entered the service prior to the advent of centralisation. When past the age for retirement, he was appointed to special duty, thus extending his service. He was for many years escort constable for prisoners on the main line. On his retirement after 35 years, members of the police force throughout the state subscribed to a testimonial. The Commissioner of Police ( Mr. Oakes ), then superintendent, paid tribute to Senior Constable Males faithful service.

Long Service In Hobart
Senior Constable Thomas Males, whose death at the age of 82 took place at his residence, Government House grounds, in Hobart yesterday, spent the whole of his period of service in the police force In Hobart, and in the vicinity of Government House. TASMANIA Police’s former lead driving instructor has slammed the force’s attitude to driver training.
He says management has run just one refresher course in the past decade.
Todd Carver left the organisation last year after more than 20 years as a police officer.
He spent a decade working in traffic and championed the importance of internal driver training.
Mr Carver who has trained the Australian Federal Police, and Department of Primary Industries, Parks, Water and Environment and Infrastructure Department staff said he became tired of hitting his head against a brick wall.
“Driver training within Tasmania Police is a joke,” he said.
“Five days of the 34-week recruit training course is devoted to driving. Once they graduate that’s pretty much it unless you’re involved in a serious crash.
“Only then do you have to do a couple of days ‘remedial’ training.”
Despite police being required to complete one day of training every five weeks, Mr Carver said it had been virtually impossible for officers qualified in driving instruction to get the time off from usual duties to conduct training sessions.
“I did my instructor’s training in 2001 and it took another seven years to get them to approve a course,” he said.
“Even then the only way I could get them to allow it was by making it a requirement for new instructors to achieve their qualification.”
His criticism comes a week after a Tasmanian coroner found police officers involved in a suspicious vehicle call-out in 2010 that ended in a Glenorchy boy, 16, dying after crashing at speed, had breached procedures and did not have a sufficient level of knowledge and understanding of the policy.
“It’s unfair officers involved in these incidents are blamed when the fault lies squarely with management who consider driver training the lowest priority,” Mr Carver said.
Tasmania Police said low-risk driver training and manoeuvring had been scheduled into this year’s training for all officers.
“This will involve the delivery of lectures in low-risk driving techniques,” said Commander (human resources) Mark Mewis.
“A manoeuvring course will also be available for police officers to practice low-speed manoeuvring.”
Mr Mewis said officers from all front-line departments would participate in the training program.
Mr Carver said the response was in line with the force’s “reactive approach”.
“If they do this, great that’s what’s motivated me to speak out,” he said. “It’s a pity they have to wait until something happens before they address their unacceptable attitude towards safety on the roads.”
Interstate police forces, such as NSW Police, use a graduated licence system with officers allowed to drive certain vehicles at specific speeds based on their level of training and certification.
“Here you’re either restricted or unrestricted and pretty much everyone is unrestricted,” Mr Carver said.
“But all management cares about here is making sure all the boxes are ticked.”
